JB Koshy Commission Report Accepted in Principle; Kerala Cabinet Approves Revision in Latin Catholic Criteria

Thiruvananthapuram: The State Cabinet has accepted in principle the report of the JB Koshy Commission, which was appointed to examine issues related to the educational and economic backwardness, as well as the welfare, of Christian minorities in the state. The Cabinet has also decided to officially publish the report.


In addition to implementing several recommendations already under consideration, the Cabinet meeting approved 32 further decisions based on the Commission’s findings.


A key decision relates to the issuance of community certificates for members of the Latin Catholic community. The Cabinet resolved that certificates issued by bishops may be considered as supporting documents in determining Latin Catholic status. These certificates will be taken into account along with local inquiries conducted by village officers and other revenue authorities.


Previously, there existed a requirement that only those who had joined the Latin Catholic community before 1947 and their descendants were eligible to obtain Latin Catholic community certificates. The Cabinet has now decided that the year 1947 should no longer be treated as a criterion for issuing such caste or community certificates.


The move is expected to address longstanding concerns regarding the recognition and welfare entitlements of eligible members within the Latin Catholic community.
