Final Session of Fifteenth Kerala Assembly Begins Tuesday: Budget on Jan 29

Thiruvananthapuram: The final session of the Fifteenth Kerala Legislative Assembly will begin on Tuesday, with the House scheduled to adjourn on March 26, unless the announcement of Assembly elections leads to an early conclusion.


The session is significant as it will see the presentation of the last Budget of the second Pinarayi Vijayan government. Proceedings will begin on Tuesday morning with Governor Rajendra Vishwanath Arlekar’s policy address. The House will adjourn on Wednesday after paying tributes to former MLA Kanathil Jameela. The Motion of Thanks to the Governor’s address will be taken up for discussion on the 22nd, 27th and 28th.


Finance Minister K N Balagopal will present his sixth Budget on January 29, outlining the state’s financial plans for the 2026–27 financial year. Several new schemes are expected to be announced. General discussion on the Budget will be held from February 2 to 4, while supplementary demands for grants and excess grants related to previous years will be considered on February 5.


The Assembly will not meet from February 6 to 22. During this period, subject committees will examine departmental demands for funds in detail. The House will reconvene on February 24 for a 13-day discussion and passage of the demands for grants, which will continue until March 19. In total, the Assembly is scheduled to meet for 32 days during this session.


The House is also expected to take up a complaint filed by MLA D K Murali against Palakkad MLA Rahul Mankootathil, who is an accused in a rape case, and may refer the matter to the Privileges and Ethics Committee.


This session is the 16th sitting of the Fifteenth Kerala Assembly and is expected to be among the last major legislative exercises of the present government before the state heads into elections.
