New Delhi: The second phase of the Budget Session of Parliament of India will begin on Monday, with the opposition preparing to intensify its challenge against Speaker Om Birla. A no-confidence motion moved by opposition parties against the Speaker is expected to be taken up for discussion on the very first day.


The resolution, reportedly signed by 118 Members of Parliament, states that the Speaker has made unilateral interventions in favour of the ruling party and has failed to maintain the credibility and neutrality of the House. When the motion is discussed in the Lok Sabha, Om Birla will not preside over the proceedings and will instead sit with members of the ruling party. In the absence of the Deputy Speaker, senior members of the House are expected to preside over the session.


Ahead of the session, opposition leaders met on Sunday at the residence of Mallikarjun Kharge to finalize their strategy for the second phase of the Budget Session. During the first phase, opposition parties had repeatedly disrupted proceedings in both the Lok Sabha and the Rajya Sabha, raising several issues and staging protests outside Parliament.


Meanwhile, S. Jaishankar is scheduled to brief Parliament on the escalating crisis in the Middle East, which intensified after February 28. The Budget Session is scheduled to continue until April 2.
