K-Smart Completes Two Years, Transforming Local Governance in Kerala

Thiruvananthapuram: K-Smart, the digital platform that has transformed service delivery in Kerala’s local self-government institutions, has completed two years, marking a major milestone in the state’s e-governance journey.


Since its launch, more than 93.38 lakh files, including applications for building permits, have been processed through the system. Of these, over 9.14 lakh files were cleared within an hour, while 21.5 lakh files were resolved within 24 hours. The platform also enabled service delivery beyond regular working hours, with nearly 9.29 lakh files processed after office hours and 3.58 lakh files handled on holidays. In total, 95.14 lakh files have been dealt with through K-Smart so far.


The platform has significantly streamlined the issuance of licences and certificates. During the two-year period, 6,67,567 licences were issued through K-Smart, including 4,349 licences granted within 24 hours of application. Birth registration has seen notable improvement, with 2,63,274 birth certificates issued within a day. Kannur Corporation recorded the fastest issuance of birth certificates, while Thiruvananthapuram Corporation achieved the quickest processing of death certificates, with certificates issued within a minute of application in both cases.


Marriage registration has also become faster and more accessible. A total of 1,99,722 marriage certificates were issued, of which 89,926 marriages were registered using video-based KYC. Chalakudy Municipality emerged as the fastest in issuing marriage certificates, completing the process in just 1.5 minutes.


Developed by the Information Kerala Mission (IKM) for the Local Self-Government Department, K-Smart currently offers more than 800 services online. The platform was rolled out in corporations and municipalities on January 1, 2024, and was expanded to cover all local self-government institutions across the state on April 10, 2025.


With this expansion, Kerala has become the first state in the country to bring all services of local governments onto a single online platform. From birth, death and marriage registrations to property tax payments and building permits, essential civic services are now available at the fingertips of the public, while also reducing the workload of government staff.
