Kerala Marks Four Years of Transformative Leadership Under LDF Government

Thiruvananthapuram: In a press conference yesterday on May 20, 2025 Kerala Chief Minister Pinarayi Vijayan announced the achievements of the Left Democratic Front (LDF) government as it completed four years of its second term, contributing to a continuous nine-year period of governance since 2016. The Chief Minister reaffirmed the state’s vision of building a “New Kerala,” which stands as a beacon of inclusive development, social justice, and sustainable progress.


“New Kerala is not merely a slogan; it is a clearly defined vision, grounded in the principles of equity, economic growth, social harmony, and humane governance,” CM Vijayan said.


In his address, CM Vijayan announced that the government’s comprehensive progress report for the past year would be released during a state-level rally in Thiruvananthapuram on May 23. The report will have an in-depth overview of the LDF’s achievements, highlighting the promises made in the election manifesto.

Despite facing significant global economic challenges, post-COVID-19 financial constraints, and several policy hurdles imposed by the union government, Kerala has continued to advance, navigating crises, including natural disasters, with resilience.


A key highlight of the press conference was the government’s focus on infrastructure development. CM Vijayan proudly listed several monumental projects that have come to fruition under the LDF government’s leadership. The Vizhinjam International Seaport, for example, is now operational—a key project initially initiated during the United Democratic Front (UDF) tenure, but completed by the current government. Additionally, national highway development has seen a major revival, with the government compensating landowners fairly, despite central funding constraints.


The successful completion of Kochi Metro and Kannur Airport are further milestones that the LDF government is proud of. CM Vijayan also detailed ambitious projects currently underway, including the Coastal and Hill Highways, the K-FON internet project, the Kochi-Bangalore Industrial Corridor, and the Water Metro, among others.


In the area of social welfare, since 2016, more than 2.8 lakh candidates have been appointed through the Kerala Public Service Commission (PSC). Meanwhile, the LIFE Mission has successfully completed the construction of 4.5 lakh homes by March 2025. Land reforms have also been a major focus, with 4 lakh land titles distributed and a further 1 lakh titles expected to be granted in the coming year.


On poverty reduction, Kerala continues to outperform national averages, with a multidimensional poverty rate of just 0.48%, compared to the national average of 11.28%. The state aims to achieve the status of "extreme-poverty free" by November 1, 2025.


The Chief Minister also discussed progress in Kerala’s health sector. The government has invested significantly in upgrading family health centers, with 674 out of 886 primary health centers already transformed. Super-specialty healthcare services have been expanded to district hospitals, and over Rs 7,000 crore worth of free healthcare services have been provided over the last four years.

In the education sector,over Rs 5,000 crore has been invested in school infrastructure, with over 50,000 classrooms modernized. Moreover, the introduction of artificial intelligence and robotics training for both students and teachers positions Kerala as a leader in educational reform. The state’s higher education system has also flourished, with 8 universities and 359 colleges receiving NAAC accreditation.


Underlining Kerala’s digital transformation, CM Vijayan pointed to the establishment of India’s first Digital University, as well as the inauguration of the Graphene Innovation Centre and Digital Science Park. The K-FON broadband project has brought high-speed internet to homes and government offices. The IT sector has seen exponential growth, with employment rising to 1.49 lakh and exports tripling to Rs 90,000 crore since 2016.


In the industrial domain, Kerala has attracted Rs 92,000 crore in MSME investments, creating 5 lakh jobs. Reforms like K-SWIFT and K-SIS have improved Kerala’s ease of doing business, propelling the state to the top spot in national rankings. Agricultural productivity has also risen, with paddy yield increasing to 4.56 tonnes per hectare and vegetable production.


Tourism in Kerala has surged, with 2.5 crore domestic and 7.5 lakh international tourists visiting the state last year. Innovative tourism models, such as adventure, caravan, and cinema tourism, have been introduced to attract a broader range of visitors. Kerala’s quick and effective response to disasters was also highlighted, with the government investing Rs 351 crore in the Wayanad landslide resettlement project to ensure the welfare of affected people.


In his address, CM Vijayan highlighted Kerala’s prudent fiscal management. The state has seen a 71.66% increase in its own tax revenue since 2020-21, and the government effectively utilized 110% of the local plan funds for 2024-25. Kerala’s tax reforms, including the face-less adjudication process and restructuring of the GST department, have earned it the top rank in GST enforcement and registration speed.


On the issue of debt, the Chief Minister addressed concerns raised by critics, pointing out that Kerala has successfully reduced its debt-to-GSDP ratio from 38% to 34% since the COVID-19 pandemic, despite challenges posed by the global economic downturn.


Kerala has earned a number of prestigious accolades in recognition of its innovative governance. Notably, the state’s pioneering initiatives, including the Digital University and Water Metro, have garnered national and international attention. Kerala was even featured in the New York Times’ list of must-visit destinations.

In conclusion, CM Vijayan reiterated the government’s vision to transform Kerala into a knowledge-driven, equitable, and sustainable state. He called on the people of Kerala to unite in support of this vision, emphasizing that the success of the state’s future lies in collective effort and progress.


“Let the fourth anniversary celebrations mark the beginning of a united front, not only to realize the New Kerala but to stand against divisive forces that hinder our growth,” the Chief Minister urged.
