Trump Administration Redirects $175M Human Rights Fund to Far-Right Causes Abroad; Largest Grant for Anti-Communism

Washington: The Trump administration has pushed more than $175 million from the State Department's flagship Human Rights and Democracy Fund (HRDF) toward conservative and far-right initiatives abroad, obligating the money across 43 separate awards just hours before the fund's September 30 expiration, according to reporting by the Guardian.


Of the $205 million Congress had appropriated for the HRDF, a fund traditionally used to support human rights defenders, victims of rights abuses and democratic development, approximately $176.9 million was redirected into programmes spanning anti-communism, migration, judicial systems and what officials describe as "Western civilisational" causes. Awards included a $40 million grant to an anti-communism initiative, funding for a group advocating white Afrikaner rights in South Africa, a roughly $1 million campaign targeting Brazil's Supreme Court, and programmes focused on alleged mass killings of Christians in Nigeria. Additional funds were earmarked for European initiatives aimed at bolstering "Western civilizational norms," supporting right-leaning media consortiums, and documenting what the administration characterises as democratic backsliding linked to mass migration and supranational regulation.


A State Department official defended the European programming as consistent with supporting allies' civilisational confidence and sovereignty against those seeking to undermine them, while spokesperson Tommy Pigott said the shift reflected the administration's commitment to combating what it calls a destructive "woke agenda."


The reallocation drew objections from congressional Democrats, including Senator Jeanne Shaheen, who reportedly placed holds on ten awards worth roughly $22 million, questioning whether several of the funded projects properly belonged within a programme historically dedicated to human rights work.
