4.11 Lakh Kerala Families Become Landowners During LDF Tenure

Thrissur: The LDF government has completed the distribution of 4.11 lakh land title deeds since assuming office, marking a significant milestone in Kerala’s efforts to secure land rights for all. Of these, 1,77,011 title deeds were issued during the first Pinarayi Vijayan government, while 2,33,947 more families received title deeds after the government began its second term.


Officials from the panchayat level to the Secretariat, working under the ‘Pattaya Mission’, played a central role in achieving this statewide target. With a strong focus on the most marginalised communities, the government prioritised high-range and tribal regions, taking the total number of distributed title deeds to a record 4,10,958.

The state has also set an ambitious goal of issuing title deeds to all farmers who settled on forest land before 1977. Although several legal hurdles existed at the central level, the government issued a special order to fast-track procedures related to forest land. Another order permitted the issue of title deeds even without the joint Forest and Revenue department reports, provided the Centre had already approved the land.


As a result, 6,723 people received title deeds for 1,793.6294 hectares of forest land. Joint inspections for issuing forest land title deeds were also revived after nearly three decades, marking a major administrative breakthrough.

Chief Minister Pinarayi Vijayan said the government is moving steadily towards building a Kerala where no one is landless. “The LDF government has transformed Kerala into a state where development and care advance together. Let us work unitedly to realise the dream of a Kerala where not a single person remains landless,” he said.


A New Chapter in Land Reform

Revenue Minister K. Rajan said the government has made significant progress towards its goal of “land for all, documentation for every land, and smart access to all services.” Since 2016, 4.11 lakh families have received title deeds. He added that the government made proactive interventions in high-range regions and distributed forest land title deeds to 6,723 people, calling it “a new chapter in Kerala’s history.”
